Stephen J. Williams (Respondent) is the owner of record of the property at 2327 <br /> Lombard Avenue, Everett, Washington (property). The property is zoned 12-2, single <br /> family detached, medium density. (Exhibit#8, Snohomish CountyAssessor's <br /> Properfy Information) <br /> 2. City of Everett Police Officer Alex Soderstrom had been to the property to serve a <br /> court order. While there he observed what he believed was an illegal sleeping room <br /> at the rear of the laundry area on the first floor. He said that he found a tenant <br /> sleeping in this room and that the door to the room was secured with a hasp and <br /> padlock which he felt would prevent the tenant from escaping the room in the event <br /> of an emergency. He said that there was a female occupant who told him that she <br /> was the manager of the property and that it was a rooming house. <br /> 3. On April 14, 2011, the City of Everett Code Enforcement Unit rer.eived a complaint <br /> from the City of Everett Police regarding the condition of the rear building at the <br /> property. In response to the e-mail City of Everett Code Enforcement Officer <br /> Fagerstrom conducted an inspection of the exterior of the property, but was not able <br /> to contact anyone inside. Photographs of the inspection were taken. (Exhibif#1k- <br /> 1 m, Inspection Photos dated April 14, 2011) <br /> 4. On April 19, 2011, City of Everett Code Enforcement Officer Fagerstrom conducted <br /> a follow-up inspection at the property. He found a tenant asleep in the storage room <br /> behind the laundry area and hNo additional tenants asleep in the ground floor units. <br /> He then spoke to a female tenant who told him that this building was a rooming <br /> house and that it was operated by the Walnut Group. She gave him a brochure of <br /> the organization that identified John Crane as the manager of the property. Code <br /> Enforcement Officer Fagerstrom took additional photos of lwo of the sieeping roam <br /> doors that were secured with hasps and padlocks. On April 22, 2011, a violation citation was issued to the Respondent for a vio►ation of <br /> F_verett Municipal Code 19.41.070, International Residential Code 105.1; <br /> International Property Maintenance Code 2009 702.3 & �108.1.1,2. A copy was <br /> mailed to the Respondent via first class and registered US mail and a copy was <br /> 2 <br />
