FINDINGS OF FACT 1. Stephen J. Williams (Respondent) is the owner of record of the property at 2327 Lombard Avenue, Everett, Washington (property). The property is zoned 12-2, single family detached, medium density. (Exhibit#8, Snohomish CountyAssessor's Properfy Information) 2. City of Everett Police Officer Alex Soderstrom had been to the property to serve a court order. While there he observed what he believed was an illegal sleeping room at the rear of the laundry area on the first floor. He said that he found a tenant sleeping in this room and that the door to the room was secured with a hasp and padlock which he felt would prevent the tenant from escaping the room in the event of an emergency. He said that there was a female occupant who told him that she was the manager of the property and that it was a rooming house. 3. On April 14, 2011, the City of Everett Code Enforcement Unit rer.eived a complaint from the City of Everett Police regarding the condition of the rear building at the property. In response to the e-mail City of Everett Code Enforcement Officer Fagerstrom conducted an inspection of the exterior of the property, but was not able to contact anyone inside. Photographs of the inspection were taken. (Exhibif#1k- 1 m, Inspection Photos dated April 14, 2011) 4. On April 19, 2011, City of Everett Code Enforcement Officer Fagerstrom conducted a follow-up inspection at the property. He found a tenant asleep in the storage room behind the laundry area and hNo additional tenants asleep in the ground floor units. He then spoke to a female tenant who told him that this building was a rooming house and that it was operated by the Walnut Group. She gave him a brochure of the organization that identified John Crane as the manager of the property. Code Enforcement Officer Fagerstrom took additional photos of lwo of the sieeping roam doors that were secured with hasps and padlocks. (Exhibit#1h-1j, Inspection Photos dated Apri119, 201?) On April 22, 2011, a violation citation was issued to the Respondent for a vio►ation of F_verett Municipal Code 19.41.070, International Residential Code 105.1; International Property Maintenance Code 2009 702.3 & �108.1.1,2.
