Horizon Year Traf£ic <br /> Figure 4 shows the horizon year (1990) tzaffic demand without <br /> the project in place. It is essentially the baseline demand <br /> •�ith the background growth included. Background growth has been <br /> uniformly applied to all movements. <br /> With the project built and fully occupied, the daily and p.m. <br /> peak hour traffic demands shown on Pigure 5 are derived. Since <br /> the p.m. peak nour traffic vulumes include both the home based <br /> work trip as well as shopping and social - recreation trips, <br /> they tend to be greater than the a.m. peak hour. As a <br /> consequence, the p.m. peak hour is used for the design hour. <br /> Levels of Service <br /> The level of service (LOS) describes the quality of traffic <br /> flow. This ranges from the best or highest level, 'A' , usually <br /> denoted by an ability to select ones' own speed or the ability <br /> to change lanes or overtake at will, down to the lowest of worst <br /> level 'F' . This LOS is the lowest possible level and is one <br /> where traffic is severely constrained. It is usually denoted by <br /> "jam" conditions and attendant long tr.affic delays. <br /> Capacity computations were performed in accordance with Special <br /> Report 209, the Highway Capacity Manual. STOP sign controlled <br /> intersections used parameters for two lane roads with speeds <br /> under 35 m.p.h. The intersection of Holly Drive and 100th <br /> Street S.W. is under a fouz-way STOP control. The capacity of <br /> this intersection is 5ased on the data of pag� 10-1•1 of the <br /> Highway Capacity Manual. Signalization of this intersection <br /> does not appear to be warranted at this time nor is _t likely in <br /> the next few years. (From observations, it operates verg well, <br /> albeit a tightly skewed intersection.) <br /> Signalized intersection analysis asswnes actuated signals in a <br /> non-CBD environment. <br /> As noted earlier, all iaput data is listed in the appendix, <br /> along with computer outpuL-. <br /> When reviewing the appendix 3ata, it may be noted that each set <br /> of data has its' own file reference number. This is located at <br /> the top right of each data sheet. The title and other <br /> descriptive material is on the upper left corner.
