Conclusions and Recomnendations <br /> The implementation of the Triad Development Holly Drive - <br /> Olivia Road apartment projer_t will increase traffic demand3 on <br /> the adjacent arterial and collector road system by about 2,270 <br /> vehicular trips per day and the evening peak hour traffic <br /> volumes, usually the hea.viest peak traffic hour of the day, by <br /> about 207 vehicles per hour. <br /> The existing road system serving the preject site, including <br /> Olivia Road and 9th Avenue W„ are operating at very high <br /> levels of service and have substantial surplus capacity. As a <br /> consequence, there are no off site mitigating msasures <br /> required on any of these facilities. <br /> Site access via driveways to both Oiivia Road - 9th Avenue W. , <br /> the main driveway, and to Holly Drive, the secondary driveway, <br /> can be implemented with appropriate design considerations. <br /> The main drivewap should include two outbound lanes so that <br /> left and right turning traffic are kept separate. This can be <br /> an important consideration when th� east ieq of 100th Street <br /> S.W. at Evergreen Way is extended and then offers a bypass to <br /> the signal at Everett Mall Way. <br /> With high levels 'of servir,e at both driveways at 1e�st up to <br /> and probably past 1990, tliere appears to be no need for left <br /> turn channeliza�ion on either Holly Drive or 9th Avenue W. - <br /> Olivia Road. However, future development in the area may make <br /> these an eventuality ard, accordingly, future participation in <br /> such construction via an RID would be an appropriate covenant. <br /> No other recommendations appear necessary.
