REVISED ADDENDUM FINAL MITIGATED <br />DETERMINATION OF NON -SIGNIFICANCE <br />SEPA 36-98 <br />Glacier Lane Apartments <br />September 8,1999 <br />Description of Original Proposal: Issuance of Building and Public Work Permits for the <br />construction of a 136 emit apartment building with 254 parking stalls. <br />Applicant: Charles Morgan <br />7301 Beverly Lane <br />Everett, WA 98203 <br />Location: 9500 Block of Holly Drive <br />Zoning: C-1 and R-3 <br />General Plan: 1.5: Multiple Family, 4.4: Mixed Use Commercial - Multiple Family <br />Lead Agency: City of Everett Planning Department <br />Contact Person: Faheem Siddiq Phone: (425) 257-8731 <br />ADDENDUM: The Applicant is proposing to construct a 149 unit senior housing project <br />with 149 parking stalls. <br />The new proposal does not substantially change the analysis of significant impacts in the existing <br />Environmental. The Applicant must comply with all conditions listed in the Final Mitigated <br />Determination of Non -Significance dated August 28, 1998 except as follows: <br />Mitigation of Adverse Impacts By SEPA <br />NOTE: Per the City's Traffic Engineer, the applicant must revise the site plan so that the <br />driveway location is safe prior to the approval of a building permit application for the <br />proposed project. <br />2. Condition #2 which requires the Applicant to pay a traffic mitigation fee of $45, 132 per <br />the City's Interim Traffic Mitigation Ordinance No. 1670-89 as amended is hereby <br />revised as follows: "Prior to the issuance of any permits the Applicant must pay a <br />traffic mitigation fee based upon a revised traffic study for the proposed 149 unit <br />senior housing project and this fee must be approved by the City's Traffic <br />Engineer." <br />
