I. OVERVIEW <br />The proposed project consists of a single multi -family building that will <br />provide 149 senior housing units. Associated parking, driveways and <br />landscaping will also be part of the project. The City of Everett will also <br />require that the frontage portion of I!olly Drive be improved within new <br />vertical curb, gutter and sidewalk. These frontage improvements will only <br />occur on the north portion of the site, to match the Improvements <br />already completed along most of the site as part of a previous short plat. <br />This project is within Lot #3 of the Storkson Short Plat, City File No. 17-97. <br />This short plat was completed in 1998. Many of the improvements <br />associated with this project were completed as part of that short plat. <br />These existing improvements Include the majority of the frontage <br />improvements along Holly Drive, the drainage detention pond (sized to <br />service all 3.lots of the short plat), a drainage pipe all along the south <br />property line, a sewer man hole for connection at the east property line, <br />and an 8" water main along the south, east and north property lines. <br />These improvements were made as part of the short plat construction that <br />was required by the City. <br />The proposed access to the facility will be from three driveways along <br />Holly Drive. The main entrance will be the center driveway and will be <br />centered on the existing driveway across the street to the school. There is <br />an existing curb cut that will be used for the construction access and then <br />removed and replaced with standard curb and sidewalk. Per the short <br />plat conditions, there will not be any vehicular connection to the other <br />lots within the short plat. <br />The developed site drainage will be collected and piped to the existing <br />detention pond located in the southeast corner of the lot. The detention <br />pond is a combination wetpond and detention pond for water quality <br />enhancement. Due to fire access requirements, it is necessary to <br />encroach into the existing pond. To minimize the intrusion, it is proposed <br />to construct a vertical retaining wall along the northwest side of the pond. <br />This proposed development has less impervious surface that what was <br />assumed for this lot when the pond was originally designed. As such, the <br />pond calculations have been revised to include the actual <br />developments on each lot. The calculations show that the pond can be <br />reduced in size to accommodate the proposed encroachment. The <br />discharge pipe from the pond connects to the existing drainage system <br />within Evergreen Way. The site is within the North Creek drainage basin. <br />
