T: Seth Dawson, Assistant Cit 1tt-ornc ,/
FROM: Marian Dent, City }]ousiiiR Inspector ;, ;
DATF.: December 7, 1987.
SUIIJECT: City of Everett vs T+ni.Ca F.. Rice
Court No. CE 81-1499
EPD No. 122275
In [9ay of this ycar I inspected the resider.ce located at
1812 Hoyt and f.ound the structure to be very deteriorated;
all vital systems destroycd and/or dangerous; rubUish and
trash throughout, to the point that it was impossible to
walk into or even through the structure.
This structure had been brought to my attentin through
neighborhood cormplaints. . One gentleman statzd that child-
ren from the surrounding neighborhood had been playing in
the structure. The tructure is an attractive nuisance to
these children and it may be considered dangerous.
After inspection of the structure I sent a registered letter
to the owner. 1drs. Anita Rice , giving her ten days to respond
with a plan of action to remedy these conditions. She
responded to the letter indicating that she was going to
secure the •trvcturc . I related to her that this action
would not be sufficient and she said she would have the place
cleaned out within a short period of time. An inspection of the
structure on June 3, 1981 revealed the structure to be secured
but sti11 full of trash and debris.
In July T received a memo from you indicatir.g that [irs. Rice
had been to court on July 2 , 1981 in regard to this entire
situation. tt that tire the court suspended a $50 . 00 fine on
condition that she clean out the house within sixty (GO) days.
At that time I backed down with my abatement p'xedures in
hopcs that the court action would be sufficient in getting
her co correct this situation.
An inspection of the arca on December 3 , 19E11 revealed the
structure open again and trash is falling out of the back
door onto the porch and doorn tlte steps.
At this time I feel the city has no alternative but to proceed
with abatement of the structure. I will keep you informed of
all action taken in this matter.
