F <br /> T0: Dale Pope, Council President � <br /> �i� <br /> FROM: Marian Dent, Housing Inspector ;�! <br /> DRTE: June 0, 1982 / <br /> SUB�ECT: 1812 Hoyt <br /> At the May 19, 19II2 City Council meeting it was requested that I research <br /> the possibility of abating the condition of t:he residence at 1812 Hoyt <br /> by means otFier than physical demolition of the structure. <br /> On t•iay 21 , 7962, personnel from tlie City of Everett Building Department, <br /> namely, Doug Qudden, Chief Inspecto�•, blally Christopherson, Building <br /> Inspector, and myself, performed an inspection of the foundation and the <br /> external portion of the structure. It was determined on this date from <br /> visual observation that, " . . .the building appears to be structur•ally <br /> sound and only requiring minor structural alterations and repairs. . . the <br /> foundation area should be vented" thereby preventing moisture from <br /> collecting and causiiig wood members to Aeteriorate. <br /> At this time we do not consider the structure itself to be a hazard or <br /> dangerous from a structural standpoint. It is the collection of the <br /> trash in the interior and on the preinises which constitutes the hazard <br /> and potential danger to the general public, especially the inquisitive <br /> iuveniles. <br /> It is my opinion that the physical deinolition of thr_ residential structure <br /> at this time would not be in the best interests of the City of Everett. <br /> It would be much more beneficial for us to focus oi�r efforts on the <br /> demolition of those structures which are existing and may be considered <br /> potentially hazardous and/or dangerous due to their structural deficiencies . <br /> You requested that I research the possibiiity of soine legal means of <br /> renovating the residence at no cost to the city so the structure could be <br /> either rented or sold. It is my opinion that tliis is an area a�hich tlie <br /> city should not venture into in this particular situation as there are <br /> several vacant houses wit!iin the city tliat are t�eing kept secured and are <br /> of no apparent problem to the neighborhoods in which they are situated. <br /> The owners don't want to expend any time or effort into the structures to <br /> rent or sell them. This is their personal property and therefore their <br /> prerngative as long as th� structures are secured and safe. <br /> The recovery of any costs incurred through the abatement of the condiLions <br /> of the residence at 1a12 Hoyt will be in the form of a special assessment <br /> against and a lien upon the property. Such assessment remainin9 unpaid <br /> after 30 days from tlie date of recordin9 on the assessment rolls shall <br /> become delinquent and shall bear interest at the rate of 7 per cent per <br /> annum from and after said date. <br />
