<br />of increased vehicle and pedestrian t^affic on exi.sting nei9hborhoods and
<br />�rovide safe and efficient facilities for vehicle and pedestrian traffic; and
<br />WHEREAS, Ordinance No. 555-78 xequires, in part, a developer to improve
<br />strea: and alley rights-of--way; or at the discretion of the City Enqineer, a
<br />developer may convey and execute in the fawr of the City of Everett an
<br />irrevocable power of attorney for the sole puzpose of casting a vote, signing
<br />a petition or other.�ise assenting to the formation of a Local Iur�rovement
<br />Dist1'ict.

<br />pursuant to Ordi.nance No. 555-78 and in lieu of certain required stzeet

<br />appoint the City as true and lawful attorney for it and in its name, place
<br />and stead, and as an irzewcable pmxy to cast a vote for approval, by
<br />petition or othe�wise, of any Local Improvement District hezeafter formed by
<br />the City, its successor er other propert,y owners in a benefit area'encompass
