'Ihe property is zoned R-3, Multi-Family Law Density <br />Residential. (staff report) <br />3, 'Ihe subject property is developed with a unpaved vacant 1ot that is <br />used for parking purposes. Developrtient to the north of the subject <br />property is residential/church; to the south is a school; to the east <br />is multi-family resi.dential; and, to the west is single family <br />residential. All of the adjoining properties are �oned R-3. (staff <br />report) <br />q, '14�e EVecett Municipal Code (FT7C) 19.S8.Ol0.C.2 requires co�mnunity <br />service facilities includir.g churches and simi.lar uses to be developed <br />with a Special Property Use Permit. In order for a Special Pcoperty <br />Use Permit to be issued within the City of E�eretr., the criteria of FI�SC <br />19.58.O10.B (1-3) must be satisfied. 'Ihose criteria include: <br />A. �he proposed use must be reasonably comPatible with other uses <br />and potential uses within the general area in which the use is <br />proposed to be located; <br />I3. 'Ihe use must not have a serious adverse effect on the ecclogy <br />and/oz environment of the community; and, <br />G ?he use must serve the public convenience and necessi'_y. <br />(administrative finding) <br />5, 'Ihe proposed twenty eight stall off-.:treet parking lot will be located <br />on a 10,335 syuace foot site. It will be used by church parishioners <br />and guests on Sundays anu weekdays. It will be compatible with the <br />adjunct use of the property, the church. (staff report) <br />6. 'IYie Trinity Episcopal Church's proposed patking lot will be comPatible <br />with the adjacent residential neighborhood. It will provide off-street <br />parking spaces and help alleviate parking congestion in the project's <br />imnediate vicinity. (Osemer�e testimony) <br />7. Zhe twenty eight stall parki.ng facility will not have a serious adverse <br />effect on the environment of the cortmunity. A SEPA Envir�nmental <br />Checklist for the proposal has lxan reviewed and the City of EVerett, <br />the lead agency, has issued a Determination of Non-Significar.;e. A <br />copy of the Determination of Non-Significance and the conditior�s <br />attached ��ereto ace attached to this document and are incorporated as <br />part of these Findings. istaff report} <br />8, 'Ihe use will provide for public convenience and necessity. It will <br />provide parking for the Trinity Episcropal �urch which will be a <br />beneEit to the parishioners of that congregation. I� will also <br />alleviate parking problems in the area.
