REPORT <br />FW!M: Marian Payne, Housing Inspector AV <br />DATE: March 9, 1990 �"� <br />SUBJ: 2630 Hoyt, Apt. 21 <br />The owner of the apartment building called me today as a <br />result of the letter I s•,bmitted with a report of my <br />i' inspection attached. <br />The owner, Mr. Ned Alkan, was very upset about my report. In <br />fact, he read me the riot act. Mr. Alkan speaks broken <br />English and in his excited state it was difficult to <br />understand everything he said but some of the things were; <br />where I get my authority from, I told him I enforced the <br />Uniform Housing Code. He demanded to know what sections of <br />the Code I was referring to and I told him the sections of <br />the Code were in the report and I felt it would be easier for <br />him to read the report . Mr. Alkan kept yelling at me so <br />there was no way I could discuss the report in detail with <br />him and explain the deficiencies noted pursuant to the Code <br />Sections. <br />Mr. Alkan never did calm down enough to conduct a <br />constructive conversation. <br />
