GARY O"LEARY <br />JOEL 0. NIEMI <br />June 4, 1990 <br />RE: Everett Main Library <br />87-085 <br />On behalf of the contractor for the Main Library, Cree <br />Construction Co. Inc. we are advising the City of the schedule <br />for partial demolition of the Elks parking garage. We received <br />the enclosed preliminary schedule at our project meeting on Wed., <br />May 30. The contract documents required 48 hour notification of <br />Elks by the City prior to beginning this phase of the work. This <br />work is scheduled to begin as soon as the temporary shoring <br />drawings are submitted to the building department, which is <br />anticipated to be later this week. These drawings will be <br />prepared by an engineer working for the contractor. As <br />previously discussed, the contractor's engineer has expressed <br />concern for the structural condition of the remaining parking <br />structure. (See attached letter dated May 10, 1990 from <br />Structural Design Associates). One of his recommendations is to <br />vacate the remaining parking during the time when the concrete <br />tees are being removed. This will assure the safety of the Elk's <br />members and prevent any possibility of damage to automobiles. <br />This appears to be a reasonable request and in the intarest of <br />all parties involved. The previously agreed upon construction <br />easement will be adequate for the remainder of the work. <br />Please advise the Elks Lodge of this request an :-et up a time to <br />meet and discuss the construction schedule and methods for <br />coordination with the contractor. I have discussed the parking <br />issue with the manager of the Elks and he suggested that "free" <br />or "permit" parking on California would help offset the <br />parking inconvenience during this phase of the work. Please <br />persue this with the appropriate city staff if it is a <br />possibility. <br />Our structural engineer has also reviewed the letter from SDA and <br />has assured us that their (:asign is adequate and will correct the <br />portion of the existing beam which is failing and will provide <br />adequate shear wall for the remaining parking structure. We <br />would agree that the existing structure has been poorly <br />maintained but our modification and repair will leave it in a <br />better condition than now exists. It was never considered a part <br />of our contract to repair the entire garage. The long term use <br />and required maintenance of the remaining portion of the garage <br />needs to be addressed by the Elks and/or the City. <br />
