July 20, 1971
Dr. W. P. Brust
- Suite 103
rvrrett, V!ashington 3201
71r: Apartmr_nt Building at 2919 Rockefeller Ave.
Dear Dr. Brust:
Your July 17, 1971 letter regarding your acquisition of the
subject property has been referred to the undersigned for reply.
everett
e
Attached is a full set of the present orders and reports relating
to the building. Generally, the attached orders state that the. fire marshal
has ordered all apartment units vacated with the exception of the
former owner's apartment, Mr. Lquis Roewert. This wai a courtesy
to b.1r. Roewert who is quite elderly and who was a long-time owner
and resident of the building. Iie was clearly aware of the condition
of the building and if as the owner he desired to continue his residence
there, so long as he owned the building, the fire marshai's order did
not extend to cover his premises. However, with regard to all persons who
would be tenants of the building the City ordered vacancy. The order also
^xcluded the Snohomish County senior Citizen Center. The fire marshal
did not consider the occupancy of the Senior Center during the day such
a hazard as to require immediate vacation.
Accordingly, in answer to your first q"stion, there ibould not be anyone
residing in the building at all. Now that Mr. Roewert is no longer the
owner he should vacate the premises within a reasonable time.
In answer to your second question whether the City considers this building
suitable for remodeling, we feel that the repairs necessary to make the
building safe for occupancy, particularly for senior citizens, are so
extensive that the work- would constitute a rebuilding of the building
rather than a remodeling. Probably the most economically feasible
action is demolition and reconstruction of a new building, on the property.
Of course, as a property owner this is a decision that you must make.
We regret that the condition of this build'ag comes as a total surprise
and shock to you. Our notices given in this matter have been solely
