To: Allen GifTen
From: Dave Gavis
Jate: November ?,.. 198d
Subject: F'ar4;iny requirements
As L have previously discussed with you I have erious reser—
vations over the proposed par4;ing requirements for the one
bedroom efficiency apartments (60 sq. ft.) in the proposed
par4;iny e::empt one. I feel that efficiency apartments in
clse pro:;imity te the homeport will attract naval personnel,
ard adequate parkin should be provided for them.
I've called three Naval communities to see wht parl;ing re—
quirements the loal urisdictions require.
1. Ma,rport laval Station; Atlantic Peach, Florida
2 stalls per dwelliny. multiple ramily and single family
2. Alameda Naal Station; Alameda, California
1.5 stall :or a one bedroom fficiency apt.. 1.75 stalls
1ar 1 8< 2 bendroom apt.
_. San Diego, California
1.' stalls for a one bedroom apartment. 1.6 stalls for a^<
bedrom apt.
The tra-Ffic division conducted a parking study of ttvo effi—
ciency apts. (:7 Hoyt. 42' Hoyt) in October, 1987. The
managers of the comple:;es were contacted to find out the num—
ber of vehiclFs oaned per unit. Of the •2 units between the
ttvo comple;:es, :11 vehicles were owned and par4:eri on site. Fe—
member that pr4;ing requirements shuld also include par{:iny
for visitors, and delivers.
I understand the effort to reduce the par4;ing requirement in
liopes of promoting development, but no less than 1 parking
=_tall per unit should be provided on site, and 1.5 — 1.5
stalls provided per unit. On street parallel par4;ing could be
chaned to angle par4;ing to provide the additional par4:in
needed for visitors and deliveries. A parHing fund could be
create whereby a developer would contribute monies which the
City would in turn use to construct angle par4;ing in the gen—
eral vicinity. Changing parallel par4:iny to angle par4;ing
cast approximately S15!ii.l per stalls. The developer would need
to con+ribute betaieen 375 — 575 dollars per unit to ma4;e up
for the visitor and delivery par4;ing Ie is not providiny an
site.
