In all cases a "stop and waste" must he put in, and so placed that It is easily ncc^ssible to the consumer, and In such a position that it will drain all the pipes. If placed outside the building It must he boxed, so that It can bin easily reached, and so that it can he protected from frost. All pipes, insid and outside, must be laid free from traps so that ill( y will drain when the waste is open. - Pipes In the ground must he Inid not less than txenty-four Inches below the surface. All pipes must be ran so as to nvold stoppages •tad all traps must be well secured. The water will not he turned on to any premises until the statement herein required has been furnished to the Company and the Inspectrr shall celtlfy that the work line been done in accordance with Its rules and regnin- tions.
