It <br />will provide permanent housing for individuals who can live <br />indeper.dently and master the responsibilities of comnunity living. <br />DECISION <br />Based upon the preceding Findings of Facts and Conclusions, the testimony and <br />evidence sulxnitted at i-he public hearing and upon the impressions of the <br />E�erett Hearing Examiner upon a site vieH, it is hereby �rdered that the <br />requested Special Property tise Permit f.oc the allowance of a six uni_t <br />apart7nent to he used at 3625 Hoyt Avenue, to be used for independent permsnent <br />housing for up to thirteen mentally ill individuals, is granted subject tn the <br />following conditions: <br />1. A maximum of six (6) housing units may be provided on the site for use <br />in the IndependenE Living Program. No rtx�re thari thirteen (13) perscns <br />may reside on the premises at any one time. <br />2. Building Permits must be obtainea for any remodeling of the units per. <br />the City's Uni.form Building Cale. <br />3. Mental Health 5ervices, Inc. of Snohomish County must provide <br />counselling support to the residents involved in the pro9ram and must <br />provide for twenty-four hour a day emeroency response to the program. <br />A� uW1��Y1 <br />Witness Alkire's testimony objecting to the requiranent that a Special <br />Property Use Permit is needed to allr.�r multipl2 family living in this <br />psrticular aparUnent complex is well taken. Had another group decided to live <br />in this cromplex, no Special Property lise Permit would be required. I�owever, <br />because individuals who will live in the facility will be administered to by <br />an agency, a Special Property Use Permit is required. 'ihe City of �,verett <br />should review the require�nents of FS1C 19.SS.Ol0.C.2 and determine it a Special <br />Property Use Permit is necessary. I would highly cecomnend that this type of <br />development be excluded from Sbecial Property Use Permit review. <br />
