1. <br />DETERMINATION OF NON -SIGNIFICANCE <br />SEPA t75-35 <br />This Final Determination of Non -Significance shall expire one year <br />from date of issuance unless a completed building permit applica- <br />tion has been submitted wlthir that time. A reluest for a one <br />year extension of this Determination of Non -Significance may <br />be made to the Planning Director prior to the expiration date. <br />DESCRIPTION OF PROPOSAL: The proposed action is the issuance of Building and <br />Public Works permits to allow the construction, of 16 apartment units on a <br />12,900 square foot site. <br />PROPONENT: Cronin Custom Homes <br />6027 67th Ave. NE �f <br />Marysville, WA 98270 1.n} <br />LOCATION OF PROPOSAL: 4100 Block of Hoyt (about 4126) _ OCT 04 1985 <br />Lead AEency: City of Everett Planning Dept. "" <br />CITY OF EVERETT <br />Contact Person: Mary Cunningham Phone: 259-8731 Pubic Works Dept. <br />Mitigation Measures: <br />The environmental impacts of this proposal are documented in the Environmental <br />Checklist and other information on file with the City. The listed <br />requirements are placed in response to our review of this information: <br />MITIGATION OF ADVERSE IMPACTS BY SEPA <br />Either a 6 foot high solid sigh:: obscuring fence or a landscape: strip a <br />minimum of 5 feet in width wish sufficient plantings a minimum of 6 <br />feet in height to effectively create a site obscuring barrier must be <br />provided along the north and south property lines adjacent to the <br />parking area. (SEPA Light and G...are and Aesthetics Policy) <br />2. Screening of all outdoor refuse disposal areas must be provided. The <br />dumpster must not be placed in a parking stall. (SEPA Aesthetics <br />Policy) <br />MITIGATION REQUIRED BY EXISTING CODES AND ORDINANCES <br />1683G <br />Parking must be provided in compliance with zoning code requirements <br />(this would require the number of units to be reduced to 10 units) OR a <br />variance must be obtained from the Board of Adjustment after completion <br />of one of the following: (SEPA Transportation/Circulation Policies) <br />a. Provide parking study acceptable to the City Traffic Engineer <br />showing that the reduced parking will function in his location <br />for the type of units proposed. <br />b. Provide traffic study investigation showing that angle parking on <br />Hoyt Avenue would work, and provide the angle parking on Hoyt so <br />that the total shortfall would rot decrease the total parking in <br />the area. <br />
