�-�.. <br />' FINP. iEC1.ARATION Of NON-SIGNIPiG � �L' <br />Description of PraPosat <br />The proposed action is issuance of S•�ilding permits to allow construction of an 8 unit apartment. <br />The following factors were considered ar.d the listed conditions placed in response to comments <br />�eceived during our revie�v of the E�ivironmental Checklist for this proposal: <br />:. The site is zoned R-4 and would allow this use. <br />2. A sir.gle family dwelling currently er.ists on the site and will be demolished prior to <br />construction. <br />✓3. The proposed apartmer�ts are small, single bedroom units with the lower four units including <br />"semi-handicapped" design. <br />4. Access is proposec� via the unimproved alley between Hoyt and Rucker. Alley shall be <br />improved with surfacing and storm water drainage at the time of construction. <br />5. Hoyt Avenue is narrow (30 ft. of paving) �vith parkin�, on both sides. Street parking is heavily <br />utilized. Presently there are no driveweys on the west side of Hoyt. <br />✓ 6. Based on ihe "semi-handicapoed" apartment unit design, which is not specifically addressed by <br />the Zoning Code, the App:icani has requested a Parking Variance �llo�.ving 3 rather than 1Z <br />parking spaces, and has agreed to a restric+.ive covenant which limits vehicle use to one <br />v�h_cle per unit only. <br />7. No curb cuts to pr!:v;de ior the proposed loading zone will be allowed on Hoyt. <br />8. On site detention of starn water will not be required. <br />9. Water service can be provided by the existing 6" main. <br />10. Sanitary sewer service is availablc. <br />The approximate sewer connection fee based on the preliminary information provided is <br />$1,144.00 as of 1-R-S0. The actual cost sLall be computed by the B�.iilding Department pe- the <br />ordinance in effect at the time and according to the informatio� provided o� the approved <br />plans on ihe date of permit issuance. <br />11. A preconstruction conference on Civil L-ngineering por:ion oi project is required prior to <br />approval of Public Norks Permit. The ?�pplicant shall arrange mceting involving Applicant, <br />7ob Superintendent, Contractor, a!1 Scbconiractors, Fire 69arshal, Planning De�artment <br />Coordinator, 6uilding Department Coordinator, Public Works Coordinator, Public \Porks <br />Inspector, and City Traffic Engineer. <br />12. A derailed drawing shull be submitted to the Public 1Vorks Department showing parking <br />layout; landscaping, driveways, utifities, s:orm dra�nage, and ali reyuired improvements Yo the <br />pubfic rieht-of-way. Public Worl<s Department approvaf of these drawings is required betore <br />any permits are issued. All improvements shall be completed beiore the Occupancy Permit is <br />issucd. <br />13. As-builts, casement, and .s �ne ycar \Varrantec Bond in the amount of lOAi of the cost of <br />construction of the public �:aYer system are require6 within 10 working days of obtaining <br />public water connectiun. <br />14. City strcets are to bc kept dcar of dirt and debris during constniction.
