May 21, 1981 <br />Mr. Dell Russell, Chairman <br />City of Everett, Board of Adjustment <br />City Hall <br />Everett, WA 98201 <br />���e ef�t <br />� <br />;.� <br />CITY OF <br />everett <br />dear Mr. Russell: "*" ""�� • __°-°�°° <br />CVEq[TT, µA9HINGTON <br />OB201 <br />This letter is in regard to the request by Mr. Ted Smelzer for a parking <br />variance for his proposed eight (8) unit apartment building located at 4126 <br />Hoyt. <br />I would like to inform the Boa.-d of Adjustment that the City Pianning <br />Departmeni strongly supports Mr.. Smelzer's variance request. We have <br />carefully reviewed his proposec' project and have determined that it will <br />not have any negative impac�t on the existing neighborhood parking <br />situation. Our analysis ind5cates that projecis lika Mr. Smelzer's <br />(apartment buildings, primarily �containing small one bedroom units located <br />near major transit routes and d�owntown Everett) generate significantly less <br />off-street parking demand than is normally required by the zoning <br />ordinance. <br />Mr. Smelzer's project also is c!=signed to provide special accommodation of <br />elderly and handicapped people in several units which should tend to reduce <br />actual off-street parking nec.d even more. Our department is extremely <br />concerned that it is becomin� increasingly difficult for private developers <br />in the City of Everett to prcduce an adequate amount of this type of much <br />needed housing in an afford:able price range. For this reason, we feel it is <br />essential that the oft-strr.�et parking requirement for this project be <br />reduced to one space per unit in order to make ii financially feasible. <br />Without many more projects such as this, the City of Everett will face a <br />very severe housing shorta;e in the several years ahead. <br />Thank you for your consid�aration of our views on this matter. <br />Sincerely, <br />O�Y/��� 0� - /=�%'LGy�� <br />Dennis L.
