SWctural
fill placed within 3 to 5 feet of finishcd grade was compactcd to at lcast 95 percent of the
maximum dry dcnsity (MDD) dctertnined in accordance wilh ASTM D 1557. A;1 sWctural fill
placcd bclow 3 fect from finishcd gradc was placed and compactcd to at Icast 92 percent oC the
MDD. SWctural fill placed in Lols II though L was primarily derived from cuts madc on lhe
Seaway propcdy. However, fill placed to build up the PSA detrntion pond was derived from cuts
made on thc PSA property and elsewhere on Rinker Materials property.
We oUscrvcd placcment of sWctural fill at the site during lhe 1999, 2000 and 2061 grading
scasons. Pill Placcmcnt and compaction was obscrved on an int::rmiticnl basis between
(1)May 25 and Octobcr 18, 1999; (2) lunc 28, 2000 and ScptcmUcr I5, 2000; and (3) betwcen
March 23 und Octobcr l2, 2001. Significant quantitics of fill werc ptaced at the site during Ihe
2000 and 2001 gading scacc:s. Tlr. thidacss of fill placcd at thc site rangcd from
ap;roximatcly 30 to 50 fcet within thc northem poction of the site, 20 to 2G feet within the ecntrel
portion of the site, and about 40 to 50 fcct witliin the southern portion of the site. All fll was
placcd and wmpactcd as sWctural fill. The sWctural filt was gcncrally cwluatcd by complcting
in-placc density tcsts and by probing with a ii•inch-diamctcr steei probe rod. Soil cut from the
adjaccnt Scaway Lot 8 property was uscd as struchval fill and thc fill was typically placed in 2-to
G-inch loosc]iRs using sctapers and compacted using shecpsfoot and vibcatory stccl drum rollcrs.
The rough grading plan for thc sitc was modificd from the original plan during lhe coursc oC
grading. "Ihe origival objectivc was to have thc structucal fill placed within approximately 5 fect
of rough gradc compactcd to at Icast 95 xrccnt of the maximum dry dcnsity(MDD) dctcrmincd
in accordanec with ASTM D 1557. 71is objective was achieved in most areas. Howcvcr,
bccause of changcs to the gcading plans in some areas, thcrc may bc only 3 to 4 fcet of structural
fill compactcd to at least 95 perccnl MDD. SWcturat fill placcd 5 Ccet and bclow from rough
gradc was placcd and compactcd lo at Icas[ 92 percent of thc MDD. T7ic soils wcm moislurc-
conditioncd(generaliy dricd)as needed to achieve proper compaction during g;ading.
Based on our oUservations, it is our opinion that the swctural fill placcmcnt wc oUscrved
during our site visits was gcncrally placcd and compacted according to our recommendations and
the projcct rcquircmcnts.
REMOVAL OF TEMPORARY RAMPS
Undocumentcd fill associated with tcmporary haul ramps that were conctructed down to thc
pit Iloors from the top oC thc higlnvalls at the site was rcmovcd and replaccd with struclural fill.
Tlie[cmporary haul ramp conslrucled on Uie ccnital and northwestidc of the silc during thc 2000
grading scason was gcncrally comractcd to at lcast 92 perecnt MDD. Thc cdgcs oC thc 2000
ramp wcre Oaltcned to 311:1V and brnched during fll placcmcnt in 2001. Based on our
oUscrvations and tcsting during our site visits, it is our opinion that thc undocumcntcd fill
associated with thc tcttiponry ramps was removed according to our recommcndations and thc
projcct requircmrnts.
G c a i: n g i n c e r s FileNo. 6172-003-03 /
J
