18. Treatment of storniwater runofF from paved areas must occur, per City standards prior to discharge of <br /> stormwater from the site or to a stream or wetland. Stormawater trcatment is currently requirzd when • <br /> 5,000 square feet of pavement is crcated by a project. The options for stortnwater treatment are: <br /> 1) An infiltration basin, if suitable soils exist on the s�tc <br /> 2) a wetpond <br /> 3) a constructed wetland <br /> All stonmvater fac�lities must bc designed in accordance with Ciry standards. If none of '�e above <br /> stormwater treatment options are feasibte, in tlte opinion of the City's Public Works Department, a <br /> biofiltration swale (designed and constructed in accordance with City standards) will be required to <br /> trcat stormwater runoff. <br /> 19. Stomi�vater runoff from the ne�v public road must be treated and detained in the privately owned and <br /> maintained, on-site sturmwater control facilities. A hold-harmless agrcement must be granted to the <br /> City from the developer 1'or this receiving of"public" runoff into the private facilities. Stormwater <br /> facilities contained within a separate tract shall be held in conunon owncrship. <br /> 20. The site originally drained to more than une creek (Merrill and Ring Creek and Glemvood Crcek). <br /> The amount of area draining to eacli creek aRer land alteration and development shall be subslantially <br /> the same as the amount oCarea draining to each creek before land alteration and development. <br /> 21. RooRop runoCl'should be discharged to roof downspout infiltration systems designed and constructed <br /> in accordance with City standards, if suitable soil cor.ditions exist on the site. <br /> 22. All collected surface water exiting the subject property must be conveyed to Uie nearest established, <br /> stable drainage course, within the naturally occurring drainagc basin, by pipe or by an approved swale <br /> iu a manner that will not result in erosion or (looding. Sufficient downstream inCormation and <br /> analysis must be provided to enaUlc thc Ciry lo dctemiine that this requirement is being met. <br /> Appropriate easements will be required if conveyance must occur across private properly. <br /> 23. De��clopment of the lots must bc in compliance with the Everett Zoning Code, and Uie Seaway Center <br /> Master Plan MDNS No. 15-87. Uses on thc lots arc limited those identified in the M-1 Zone. It <br /> should be noted that the small lots must mect Seaway Center landscaping requirements. In the M-1 <br /> 'Lone, retail uses arc permitted only in multi-tenant developments in which the principal uses are <br /> other M-1 Zone uses. <br /> 24. Any rockeries or retaining walls proposed in required setback areas must be in conformance with <br /> Section 39.150 of Ihe Zoning Code. <br /> 25. All fill removed from the site must be placed on sites with SEPA approval and Grading Permits or, in <br /> thc case of CSR Associated's property, placement of the fill must be in confomiance with their <br /> redamation plan. <br /> 26.
