Dump Siation City of Everett SA6 2153, Supplement No. 2 , i Dear Mr. Thetford: J j The W.S.D.O.T. is currently preparing plans for improvements to the subject I rest area. The new plan provides for increasing the number of R.V, dump � stations from two to thi•ee and increasing the size of the rest area complex. + According to the existing agreement, 47.S.D.O.T is required to provide a means, satisfactory to the City, to monitor and record the volume of flow from the R.V. dump stations to the City sewer line. This information is needed to determine the volwne of flow to be used in determing monthly charges. In recent meetings between the City of Everett and W.S.D.O.T personnel , the following items were agreed upon to provide a basis for the monthly R.V. dump black water surcharges: a. W.S.D.O.T agrees to install an approved traffic recor•der at each dump station, which will be maintained by IJ.S.D.O.T and will be accessible to the city. If the traffic recorders do not functicn properly (providing a minimum of 'i0 days of consecutive readings), then an average volume will be determined from the previous months readings and then agreed to by both parties. b. An average of 16 gallons of black water per dump will be used as a mean average; this average will be periodically verified once every 3 years beginning with the summer quarter of 1989 to assure that the volume per R.V. dump is reasonable. c. The rate on R.V. black water dump surcharge will be $0.03375/gallon. (This is the City's current rate attained by the formula of 1.5 times the annually adjusted treatment for chemical toilet waste.) r'" T-' '� ' � � ;
