" This condition is also in violation of the Rules and Re�ulations of the State Board of Health, Section .50.100 (3) which stetes: °No privy, urinal cesspool, septic tank or other receptacle for hiunan excrement sh¢11 be coustructed, mr.intained, or used wi�ich directly or indirectly drain� or discharges over or upon 'the surface of the �rouns.
