The .inspection was a result of a complaint made <br /> . by Air. & Mrs. Crippen. 'Phey said the structure was being ':ixed <br /> up to live in. An inspection revealed the structure being <br /> demolished. <br /> At the time of the inspection, r1r. Cripper, and 2 talked to some <br /> length at which time I was able to convience him that the st:ructure <br /> was being demolished. <br /> fdr. Crippen made no furtl�er complaints until t.he nco� structure <br /> �vas built. <br /> On August 3 , 1979 T r=ceived a call from Gurr�,� Russel of the <br /> Health Departmenl stating that bt.r. Crippen ]iad made the same <br /> complainc that he made to you. I made an inspection of the area <br /> .nd found nothing wrong with �he landscaping. <br /> The owner, Jim Lando, told the Building Inspector, Douq IIudden, <br /> that Mr. Crippen continuously� scrapes b�ck the beauty bark on the <br /> landscaping by c.he road at 2262 Jackson and pulls u�i the plastic <br /> beneath it. <br /> It•. should be noted that Z con3ucted a dsive-by inspe�.tion when t.he <br /> old structure was go�ie and the lot clerired for nec. construction. <br /> Th��re was no debris on the site such as Mr. Crippen has stated <br /> �n his complaint. <br /> I tal.ked with Mrs. Crippen to�lay and she is very insistant un <br /> there being deb�ris on City prciperty. I told her that ii there <br /> icas, the Engineering and Stree�t Departments would have taken care <br /> o£ the situation. <br /> She sa.id that rats had been seen on the property since ti7e ne�a <br /> house was built and it was becaus-a of the oil tank, and other <br /> debris she kno�as is there. I advised ner that for rats to bc <br /> i�i the area, there would have to be food for them to live on an3 <br /> they could not. feed on such matter. She said they coulci live in <br /> it. <br /> It should be noted that the Csippen' s have a very lar.ge vegitable <br /> garden in their yard. <br /> I advised Dirs. Crippen that our job is to enforce Codes and tltat <br /> there were no Code violations on the property loaated at 2202 <br /> Jackson. As I was talking to A1rs.
