Those present <br /> � were Tanis Marsh, Ben Newland, Jim Geniesse, and Earl Person. 7hose absent were <br /> Bob Hummel and John Friel. <br /> Decision Item t Community Transit <br /> ' Gerry Ervine used slides to show the site. Snohomish County Public Transit is <br /> requesting Comprehensive Plan designation of 20 acres (generally east of Airport Road <br /> and west of Kasch Park) for Planned Industrial District land uses, to be effective upon <br /> annexation to the CiTy, Zoning fui il�e ciitLc aica oi U-M, and a Concomitant <br /> Agreement (Contract) fur a two phase Community Transit Operation Base. <br /> Vic Sood, Director of Community Transii, addressed the Commission and explained <br /> Community Transit's area of service and its plans. <br /> C:ommission's Concerns: Traffic, Drainage, Air Poliution, and Noise <br /> Traffic: Gerry explained that primary access �.vill be on the north side of the <br /> Community Transit property (Kasch Park access road) with the Concomitant <br /> Agreement (Section 5C) making provision for access to 100th using the southern acces� <br /> through the Bomarc property. Provisions for future imornvements to the road are also <br /> included in this paragraph. <br /> Herb Carpenter, Reid, 1Aiddleton and Associates Planning Consultants, stated that if <br /> traffic is a problem on the southern access road, C.T. could use Airpor� Road to SR <br /> �26 and then to Highway 9`3. <br /> Terry I.ewis of Boeing expressed Boeing's concern about the traffic on the southern <br /> access ruae+ and that the buses, because they are slow-moving, may present a probiem <br /> to Doeing traffic. Boeing would like the southbound buses to make the loop to the <br /> right using Airport Road and SR 526 to get to Highway 99. <br /> Ron Cameron, City Traffic Engineer, stated that the City does not see a problem with <br /> C.T.'s planned use of the southern access road and does not recommend usi��g the loop <br /> of Airport road to SR 526 to liighway 95'. <br /> DrainaQe: In answer to Commission's questions regarc'ing drainage, Gerry stated that <br /> this is high ground that drains three ways, and also that drainage improvements are <br /> provided in Section V A 5 of the Concomitant Agreement. It was agreed that <br /> "maintain" be added to this section. ("Owner must pr<rvide and maintain oil and water <br /> separators. . . ") <br /> Air Pollution and Noise: Gerry suggested that two additional conditions be added to <br /> the Agreement requiring that if these create a nuisance to the neighbors, they must be <br /> alleviated. <br /> Jim Geniesse moved to establish the Comp Plan to include this anrexation..
