Operating Base
Following are my comments regarding the proposed Community Transit Base
expansion:
1. Applicant has not addresaed iasues r, tsed in my Jan. 10, 1992 meo.
2. The site plan dated Feb. 6, 199J shows .85 acre of wetland being
impacted. The report accompanyinR the plan states .95 ac. of wetland
will be relocated. Please have the applicant clarify.
3. The applicant is prepoaing to mitigate impacta to .95 ac. of wetland 'oy
creating 1.4 ai:. of cetlands. The applicant needs to provide the Clty
with the baeis for this ratio. My calculatione are ae follows:
a. .3 ac. foreated at 3:1 3 .9 ac.
b. .55 ac. ahrub/scrub at 1.5:1 - .&2 ac.
1.72 ac.
Please note this is calculated using .85 ac. , not the .95 ac. in_dicated
in the report.
4. Applicant needs to provide a conce.tual mitigatio. plan which addresses
issues outlined in the City's wetland report requirements policy.
5. The area proposed for mitigation will require extensive grading in order
to accompliah wetlaud mitigatien goals. Minimum slopes of 4:1,
over-eacavating, adding "organic eoils," and detailed hydrology analysis
and effects Qn existing wetlands will be several of the key issues in
designing a wetland in the proposed mitigation area.
6. From the ite plan I reviewed, it was unclear where atorm water detention
facili_ties would be located.
8/6s
