Operating Base <br /> Following are my comments regarding the proposed Community Transit Base <br /> expansion: <br /> 1. Applicant has not addresaed iasues r, tsed in my Jan. 10, 1992 me�o. <br /> 2. The site plan dated Feb. 6, 199J shows .85 acre of wetland being <br /> impacted. The report accompanyinR the plan states .95 ac. of wetland <br /> will be relocated. Please have the applicant clarify. <br /> 3. The applicant is prepoaing to mitigate impacta to .95 ac. of wetland 'oy <br /> creating 1.4 ai:. of c�etlands. The applicant needs to provide the Clty <br /> with the baeis for this ratio. My calculatione are ae follows: <br /> a. .3 ac. foreated at 3:1 3 .9 ac. <br /> b. .55 ac. ahrub/scrub at 1.5:1 - .&2 ac. <br /> 1.72 ac. <br /> Please note this is calculated using .85 ac. , not the .95 ac. in_dicated <br /> in the report. <br /> 4. Applicant needs to provide a conce�.tual mitigatio. plan which addresses <br /> issues outlined in the City's wetland report requirements policy. <br /> 5. The area proposed for mitigation will require extensive grading in order <br /> to accompliah wetlaud mitigatien goals. Minimum slopes of 4:1, <br /> over-eacavating, adding "organic eoils," and detailed hydrology analysis <br /> and effects Qn existing wetlands will be several of the key issues in <br /> designing a wetland in the proposed mitigation area. <br /> 6. From the �ite plan I reviewed, it was unclear where atorm water detention <br /> facili_ties would be located. <br /> 8/�6s <br />
