. ; <br /> STAFF RECOMMENDATION: Staff recommends that the Hearing Examiner approve the Shoreline <br /> Substantial Development Pertnit and increased height for the atrium appuctenance with the following <br /> conditions: <br /> 1. All utility fines must be installed underground. <br /> 2. Prior ro obtaining clearing and grading pennits, the applicant must provide information <br /> regarding the source of fill material and the physical, chemical, and biological character cf the <br /> fill material. The applicant must demonstrate that "cle;n" fill material is placed on ttte site. <br /> 3. A plan detailing ptoposed signage must be reviewed and approved by the Planning Department <br /> prior to issuance of any sign permits. The plans will be reviewed for conformance wid� the <br /> Snohomish County SMMP and the City of Everett Zoning Code. Permits will also be <br /> necessary from the City of Everett Building Department. <br /> Signs must be in conformance with the foltowing standards: <br /> a. One freestanding sign is permitted per lot for each s[reet frontage. (Znning Code) <br /> b. The ma�cimum allowable height for freesanding signs shall be 5 feet from ground level <br /> to top of sign. (SMMP) The maximum sign area shall be 60 sf, eacept that where <br /> more than one free standing sign is permitted, the sign are permi[ted for each sign may <br /> be combined if installed on or.e sign s[ructure. (Zoning Code) <br /> c. Signs must be constructed against existing buildings to minimize visual obstruction of <br /> the shoreline and wa[er bodies, wherever feasible. Applications for freestanding signs <br /> shall demon.�trate that it is infeasible or impracticable to mount the requested sign flush <br /> on the building or that there is no visual obstruction of the shoreline. (SMMP) <br /> d. Each facade is permitted a wall sign. The maximum sign area shall be the larger of <br /> 40 sf or IS% of the area of the facade upon which the sign or signs are [o be located, <br /> up to a maximum of l00 sf. (Zoning Code) The he�ght of any wall signs shall not be <br /> more than 15 (eet. (SMMP) <br /> 4. Tlte applicant and/or the applicant's contractor must notif� the City of Everett if any possible <br /> archeological data are uncovered during excavation or de�elopment. Failure to comply with <br /> this requirement snall be considered a violation of the Substantial Development Permit. <br /> 5.
