The requirement for a second rcstroom is a wndidon of occupaacy and set forth by section 2902.1 oC the Staze Building Code. The code is not specific as to the facilities availabiliry to customers although the intent would seem to be that facilities arc available to customers. The City's position is that the above mentioned requirements and comctioos ate outstanding aed require acdon by the owner. The matter of access to perform flx work is beyond the scope of city �esponsibility.
