.a, NO^_'ICE OF CITY ACTION II.B. /9-94 Dear Citizen: INTRODUCTION: The City of Everett Planning Department has received an application from Don Thorne of Central Welding Supply of 2530 Hewitt Avenue, for a Planning Director's Determination on modification to required landscaping. The Planning Director may, using Revi.ew Process IIB, authorize a reduced width of plantinq or waive some or all of the landscaping requirements in the following instance. When the applicant proposes an alternative method of landscapinq that would achieve the intent and purpose of the landscaping required in this ordinance and which the �irector determines to "provide superior quality through the use of native vegetation existing on site, preservation of groves of trees, . . , or through other means" . Review Process II.B which is a written decision by the Planni�g Director to ��. . .approve, disapprove, or approve with conditions t[�e use proposed by the applicant" (Section 42.100.B) . If no appeal is riled in response to the Planning Director�s determination, the action will be considered final or if the determination is appealed, a public hearing before the City Hearinq Examiner will be required. As a property owner within 300' of the subject property, this notice is to inform you that the Planning Director lias issued a determination on the proposed action as de�cribed below. B�,CKGROUND: The subject property is located in the C-1 zone, General. Commercial. The applicant proposes to pave a vacant lot located at the southeast corner of Hewitt aad Fulton for up to 12 off•-street parkinq spaces. FINDINGS: The City of Everett Zoning Code requires a minimum landscape widtn of ten feec oi iype III lanu�ca�,�ny siony the straat frontages and five feet of Type III landscaping along the interior property line. Twelve parking spaaes require 210 square feet of interior landscaping within the parking area. Type III landscaping consists of a minimum of 1 six foot high tree for every 30 feet of length, a minimum of 5 two foot high shrubs for every l00 square feet with 90$ groundcover within 3 years. The proposal includes the installation of a ten foot wide landscaped strip al�ng Hewitt and a five foot wide landscape strip along Fulton. Two additional trees are proposed along Hewitt. CONCLUSION: The proposal does not provide "superior quality" landscapinq that meets the intent and purpose of the landscapinq required in the. zoning code. No interior landscaping is proposed and the landscaping along Fulton is reduced in half.
