Ebert <br /> Harbor Mountain Development <br /> 29l 1'/e Hewitt Avenue,Suite t <br /> Everctt, WA 98201 <br /> RE: Riverside Square Parking <br /> Dear C.J., <br /> By this letter, the City is responding to your letter of June 7 regarding Lots l-1 l (Parcel A) and <br /> Lots 28-30(Parcel B), Block 655 Swallwell's 2"d Add'n to Evenett, also known as 2901 through <br /> 2915 Hewitt Ave. and parking lot on Maple Street. You have requested from the Planning <br /> Department a written determination conceming the buildings and parking lot on the subject <br /> properties and whether they can be considered as separate parcels for zoning purposes. <br /> The subject property is zoned C-1,General Commercial. The existing buildings on Parcel A <br /> contain a mix of uses, including office, restaurant, and residential uses. The cument uses are <br /> permitted in the C-1 zone. According to information you provided(i.e., Riverside Parking <br /> Analysis),there are presently 40 parking stalls on Lots l through 11, which includes a single lot <br /> on the north side of the alley. The parking lot on Parcel B is a stand-alone lot that was permitted <br /> by the City in 1977 (SEPA No. 77-083). This lot is located north of the alley and has 22 pazking <br /> stalls. <br /> Although the buildings were originally constructed prior to implementation of any zoning and <br /> parking standards, a parking variance was granted to the property owner in I975 to allow for <br /> renovation of the buildings. The variance required a total of 26 pazking spaces on Lots 3 through <br /> l0. This variance remains valid, assuming that none of the structures on Lots 3 through LO have <br /> been demolished since the variance was granted. The variance did not discuss or address parking <br /> on Lots l, 2, I l or 28-30.The buildings would be considered conforming with ngard to parking <br /> because a land use permit was granted. Subsequent to the granting of the vaziance, the property <br /> changed ownership and in 1981, Mr. Duffy conswcted a parking lot on Lots L and 2 with <br /> upproximately 19 pazking stalls. <br /> CITY OF EVERETT <br /> 2930 Wetmore Avenue.
