� <br />L <br />r <br />4 <br />I. BACFGROUND <br />6. Proposal is for the construction of a parking lot, <br />adjacent to established restaurant. The lot would <br />consist of 48 stalls, 12,900 square feet of paving <br />and 2,100 square feet oi landscaping. <br />7. Site is zoned C-2, with comr,ierical/light industrial <br />uses adjacent to the property. The building directly <br />scuth is vacant, there is an existing business to the <br />east and the I-5 overoass is west of the pronerty. <br />Originallv there was a building on the site, but this <br />was demolished with only building debris remaining. <br />II. ENVIRO�MEN'PaL IMPACTS <br />1. Earth- <br />New construction on the site will create topographic <br />changes with increased erosion. Area will be cleared <br />of building debris and grading �vill be necessary to <br />level site for paved parking lot. All grading must <br />meet standards of the City. Temporary erosion/ <br />sedimentation controls will be used during construction. <br />2. Water- <br />The property will be cleared and graded prior to • <br />construction, which will result in changes in drainage <br />patterns. Interim controls will be used to mitigate <br />run-off and erosion during construction. Drainage <br />requirements will comply with the City of Everett's <br />Drainage Ordinancz. <br />8.- Land Use- <br />Existing building has been demolished and a parking <br />lot will be placed on site. <br />13. Transportation/Circulation- <br />The adjacent restaurant will be opening soon, increasing <br />traffic to the area. The pronosal will supply 48 <br />parking stalls which will be used during restaurant <br />operating hours. Proposed access will be from Hewitt <br />and the alley behind the property, off of Chestnut. <br />Hazard conditions to vehicles and pedestrians should <br />. not be increased except during peak hours when traffic <br />is heavy on Hewitt. <br />t <br />� <br />�� <br />
