As you are aware, the City <br />has been conductinq abatement proceedinqs on these structures. <br />The structure located at 3923 Hiah Street is dilapidated beyond <br />repair. It appears to be nonconforminq with reqard to setbacks. <br />The Planninq Department has two concerne that must be addressed <br />regardinq _ebuilding of this structuze. First, the lot must be <br />certified as a leqal building lot. You have provided copies of <br />statutory warranty deeds for this property dating to the early <br />1900s. This information would be sufficient to certify Lot 32 as <br />a legal building lot, provided a Certification of Lot Status form <br />and S5o filing fee are submitted to the Planning Department. <br />Current tax records depict this parcel as including all of Lot 32 <br />and the south half of Lot 31. This lot confiquration apparently <br />was established by quit claim deed in 1983. The Planninq <br />Department has no record of a boundary line adjustment that <br />altered the lot confiquration to include the south half of Lot <br />31. Therefore, a certification of lot status wuuld only allow <br />for Lot 32 to be established as a building lot. The Planninq <br />Department has determined that it could support a boundary line <br />adjustment between the two parcels in order to provide a larqer <br />building envelope. <br />The Departments other area of concern relates to zoning code <br />standards for residential structures. Under the existing lot <br />configuration, the existinq house at 3923 may be demolished and <br />rebuilt on the original foundation. Any additions which increase <br />the footprint area of the structure must meet building setbacks <br />or seek variance. Execution of a boundary line adjustment may <br />eliminate the need for a variance.
