A an one vrec , ismantle or inoperative vehic es or automobile hulks or parta thereof on public or pri•.ate property, except as provided for elsewhere in Sections 46.52.101 throuqh {6.52.132 ar� Aereby declared a public nuia��nce and may be abated. It shall be unlawful for any person, firm, or corporation to place or keep an abandoned vehicle, abandoned automobile hulk, wrecked, diementled, or inoperative vehicle, or parts thereof, upon any public or private property in the city of Everettt or as owner, occupier, or party in control of any real property within the city, to permit or allow any such automobile or portion thereof to be placed or kept on said property. Any person violating Section 46.52.101 throuqh 46.52.132 shall be quilty of maintaininq a nuisanca. SECTION 172 46.52.103 Evidence of 'unked vehicle. It s a e prima fncie evidence that nny vehicle on private or public property is junked and/or inoperative if the same is (a) inoperative by reason of damage, neglect or the removal of parts therefrom, (b) is unlicensed for current operation on a public atreet, and (c) has been substantially in the same condition for more than ten (10) days.
