The alley right-of-way must remain as public right-of-way and alley <br />improvements are required per the Public Works Department. The fuel <br />line/electrical crossing of the alley must be designed per Public <br />Works Department requirements. (SEPA Transportation Policies) <br />4. On-site detention is required, OR, in lieu of providinq on-site <br />detention, payment to City Druinage Fund 340 is allowed per <br />Ordinnnce 670-80. (SEPA Public Services and Utilities Policies) <br />5. A minimum of 1 parkinq stall must be provided per Section <br />19.40.030 of the Zoning Code. Parking must be per City.Design <br />and Construction Standards. (SEPA Transportation Policies) <br />6. A landscape strip a minimum of five feet wide must be provided <br />between the street and any parking areas per Section 19.40.050 of <br />the Zoning Code and Section 1.13 of the Standards and <br />Specifications Manual. Plantinqs must consist of a minimum of 6 <br />everqreen trees or shrubs for each 20 feet in length of frontaqe. <br />Plantinqs must be a minimum of three feet in height nt time of <br />planting, In addition, a minimum of 758 of the required <br />landscaped area must be planted in qroundcover. (SEP� Land and <br />shoreline Use Policies) <br />7. Dispensing of fuel must be in compliance with the Uniform Fire <br />Code Article 79, Division IX. Dispensing into fuel tanks of <br />motor vehicles from above ground tanks is �rohibited. (SEPA Ris� <br />of Upset Policies) <br />8. Storaqe must be in compliance with Uniform Fire Code Article 79, <br />Division iI. (SEPA Risk of LTpset Policies) <br />The lead agency for this proposal has determined that it does not <br />have a probable significant adverse impact on the environment. An <br />Environmental Impact Statement is not required under RCW <br />43.21C.030(2)(c). This determination assumes compliance with etate <br />law and City ordinances related to general environmental protection <br />including but not limited to right-of-way improvement requirements, <br />draineqe, etc. This decision was made after review of a completed <br />environmental checkiist and other information on file with the lead <br />agency. This information is availaLle to the public on request. <br />This Determination of Non-Significance is specifically conditioned on <br />complinnce with the conditions attached hereto which are incorporated <br />by reference as if fully set forth herein. <br />A 15 day comment period for this proposal ended on July 12, 1988. <br />This DNS was revised in response to comments received. <br />
