� <br />To: File <br />From: Merle Long, Water Dept. �', �,�o-�� <br />On March 27, 198�1 I was dispatched to 6719 Highland to determ�ne <br />if the water service was on or off. <br />Upon arriving at the house I had difficulty finding the water <br />shut-off valve. After looking at the house from the exterior <br />and its condition (no windows or doors) I looked into a bath- <br />room window and saw that the water tank for the toilet was <br />broken from the wall and the toilet bowl was filthy. The bath- <br />room was full of trash and debris making it inaccessible for use. <br />Because of the condition of the house, I didn't think anyone <br />lived in it so I entered the house. The following is a report <br />of what I saw: <br />Upon esitering the house I walked into a large room that may be <br />considered the living room. There was a mattress on the bare <br />floor. On the mattress was an old, dirty quilt and a filthy <br />pillow. The room had a couch and chair that were covered with <br />trash and debris. The entire room was full of trash. <br />I walked part way through the room attempting to make my way <br />to the kitchen. I couldn't go any further as I got sick to my <br />stomach. I could see into the kitchen from where I was standing <br />and it was full of trash and debris.
