"' Foursquare Church at Madison School
°° Ron Came^on
''" April 5, 1983
'"""` comments on approval process and traffic issues
There are a number of traffic safety and flow concerns for the implementation of using the
school for the church. None re significant enough to raise a particular denial alarm but
should be professionally addressed in carrying the process through. The neighborhood
hearing reviews iientioned by Larry C are an excellent means of iesolving the various
parking, traffic flow, ped movement, and access between the on site parking anci the streets.
There are a number of issues including
access from the site for the 500 parked vehicles to the various adjacent/nearby arterials
would a site plan with a single main driveway on Madison be the satisfactory access
means, time for it to exit, traffic control(manual?), and therefore, not put traffic
on Olympic or Highland
driveways onto Olympic with a ped path between the site and 75th st to separate peak
vehicle flows and residential pedestrian traffic, fielcl review indicates that it
would be best on the east side except at the corner just s/o the site whee e the trees
encroach onto the traveled way ; then, shoulcl there be both a norh(existing) Iriveway
and south driveway?
A driveway onto Highland at the SE corner would allow trips orientecl toward the Beverly B.
arterial travel from the site in the most direct manner an1 would require some improvement
for the street connecting the site and Beverly for ped/vehicle safety where it is currentl
about 16-18 ft wide around the corners
handicapped and main entrance access for regular and special services, will it come
from Olympic, a new access-main drive up plan from a Madison str eet single access, or
from Highland with ramps? Highland experienced parking problems during City Hall's time
there even though it was posted with no parking.
Bus access, van access.
Each of the access alternatives should identify related traffic safety issues, such as,
an Olympic access plan would have the already mentioned ped problem but the sight
distance at 75th/Olympic where exiting traffic would be turning left(east) or right(west)
as well as the entering left turns
The time to "dump" the lot will be of concern and its trffic flow pattern to the
community ad related decision makers...several access alternatives are readily identifialt
and should be carried through so Foursquare has the best access/parking plan for their
new facility.
These issues will all be addressed by the decision process of Foursquare leaders, City s`aff,
the community „ PC & Council. It would be best for Foursquare to have a Traffic Engineering
consultant evaluate the alternativz access problems and advantages to carry thru. Tliis memo
points out a few, access from Pladison, or Olympic, a Highlancl connection, some combination.
Perhaps, doing an origin of the congregation would assist in assigning the trip routes. The
purpose of these thought s is to provide assistance in developing the safest and most efficient
access plan that will result in the fewest operational difficulties thru time.
