The following factors were considered prior to making a preliminary decision on this proposal: 1. The site is zoned B-2, Community Shopping Zone, which would allow the proposed use. 2. The site is currently vacant. The eastern portion of the site contains a few fir trees, and the foundation of a previously existing residence remains on the western portion of the site. 3. Access is via Highway Place. 4. Parking must be provided in compliance with Zoning Code requirements. The proposed ng configuration creates access problems and inadequate space is provided for parking stalls on the east of the site. 5. Drainage must be designed in compliance with the City's drainage ordinance.
