All improvements shall be completed, approved, and warranted before the Occupancy Permit is issued. 2. City streets are to be kept clear of dirt and debris at all times during construction. Dust suppression and street cleaning must occur as directed by the Public Works Inspector. 3. Performance guarantees are required for street and landscaping. 4. A one-year guarantee is required on the public street and landscaping for an amount not less than 10% of the cost of construction and shall run for one year from the date of issuance of the first Occupancy Permit for the project. 5. A two-year guarantee is required for private retention/detention or other drainage treatment/abatement facilities serving areas larger than one acre. 6. Any on -site water main will be staked within an easement to the City. The easement will be submitted to the City prior to issuance of permits. 7. A latecomer's agreement for the 8-inch water main in Highway Place must be paid before any permits are issued. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement is not required under BCW 43.21C.030(2)(c). This determination assumes compliance with state law and City ordinances related to general environmental protection including but not limited to right-of-way improvement requirements, drainage, etc. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This Determination of Non -Significance is specifically conditioned on compliance with the conditions attached hereto which are incorporated by reference as if fully set forth herein.
