Summary <br /> 2215 .East Grand Avenue <br /> February 13, 1975 <br /> On January Z0, 1975, Lawrence Erickson noticed the front door to <br /> this residence broken and open. The structure appeared vacant � <br /> and was littered with trash and debris. Mr. Erickson attempted <br /> to contact the own�r (as listed on the tax records) Mr. Lenny � <br /> Paugh, but was unable to do so. <br /> An interior inspection of the property revealed that there were <br /> several violations of the housing code. These violations <br /> include; dangerous wooden walkway, deteriorated porch steps, <br /> hazardous electrical system, open waste lines in the sewer system, <br /> unsafe gas water heater, and evidence of rat infestation. <br /> As these items wouid directly affect the healta and safety of <br /> the occupants of the structure, we posted the house as "Un- <br /> lawful to Occupy" . <br /> We contacted the Pioneer Title Company, on January 13, 1975, and <br /> . discovered that Mr. Paugh had sold the pi�perty to Home Care Inc . , <br /> 411 West Mercer, Seattle. A correction letter listing the above <br /> violations was mailed to Home Care on January 15, 1975. <br /> I At the time of posting we sent a recdmmendation to the Water <br /> Department to disrupt the water service to the building to <br /> prevent vandalism. <br /> � On February 10, 1975 , Ms . Marilyn Outzen req�ested that the water <br /> i service be restored. I advised her that the plumbing system <br /> should be repaired :before the water service is restored. <br /> Mr. Baker of Home Care, telephone on February 12, 1975 , and <br /> challanged our right to shut off �he water. He also discussed <br /> the Housing Code in a very abrasive manner. He indicated to me <br /> that he was going to contact my superiors and the City Attorney. <br /> Mr. Baker also claims that the structue has been occupied <br /> continuously, and he is receiving rent for it. However, I <br /> checked with P.U.D. and their records indicate that the last <br /> tenant, Mr. John Stout, moved out on January 1, 1975. <br /> . � <br />
