Summary
2215 .East Grand Avenue
February 13, 1975
On January Z0, 1975, Lawrence Erickson noticed the front door to
this residence broken and open. The structure appeared vacant
and was littered with trash and debris. Mr. Erickson attempted
to contact the ownr (as listed on the tax records) Mr. Lenny
Paugh, but was unable to do so.
An interior inspection of the property revealed that there were
several violations of the housing code. These violations
include; dangerous wooden walkway, deteriorated porch steps,
hazardous electrical system, open waste lines in the sewer system,
unsafe gas water heater, and evidence of rat infestation.
As these items wouid directly affect the healta and safety of
the occupants of the structure, we posted the house as "Un-
lawful to Occupy" .
We contacted the Pioneer Title Company, on January 13, 1975, and
. discovered that Mr. Paugh had sold the piperty to Home Care Inc . ,
411 West Mercer, Seattle. A correction letter listing the above
violations was mailed to Home Care on January 15, 1975.
I At the time of posting we sent a recdmmendation to the Water
Department to disrupt the water service to the building to
prevent vandalism.
On February 10, 1975 , Ms . Marilyn Outzen reqested that the water
i service be restored. I advised her that the plumbing system
should be repaired :before the water service is restored.
Mr. Baker of Home Care, telephone on February 12, 1975 , and
challanged our right to shut off he water. He also discussed
the Housing Code in a very abrasive manner. He indicated to me
that he was going to contact my superiors and the City Attorney.
Mr. Baker also claims that the structue has been occupied
continuously, and he is receiving rent for it. However, I
checked with P.U.D. and their records indicate that the last
tenant, Mr. John Stout, moved out on January 1, 1975.
.
