An interior inspection of the single family dwelling <br /> revealed that it was also substandard in the following respects : <br /> - Rotte� foundation members, leaking roof, no heating system to <br /> the second floor, and an altered electrical system. <br /> We notified the owner of these decrepancies by letter on November <br /> 3, 1972. There was no response to this letter. <br /> A reinspection of the property was made on January 9, 1973, and at <br /> that time we noted that there haci been an attempt fo secure the <br /> building . <br /> On April 12, 1973 we received a complaint that children were using <br /> the house but we could find no evidence of this. Another complaining <br /> party telephoned on January 23, 1974 . While answering this complaint <br /> we found the property again open to the public and some evidence of � <br /> vandalism. The owner was contacted on February 1, 1974 and he agreed <br /> to secure the building. <br /> Another complaint was received on May 23, 1979 , concerning access to <br /> the property. An inspection on May 28, 1974 showed further deteriora- <br /> tion and vandalism. The property was readily accessible to the public. <br /> At this time we sent formal notice to Mr. Ryder which classified the <br /> . structure as an unsafe buildinq. <br /> A Building Officials Hearing was held on June 25, 1974 . At that <br /> time Mr. Ryder agreed to immediately and adequately secure the <br /> structure to entry. He further agreed to obtain the neccessary permits <br /> and begin repair of the structure by September 1, 1974 . <br /> An inspection of the site on September 31 , 1974 revealed that neither <br /> of these agreemenCs had been kept. <br /> On Octobcr 3, 1974 we sent Mr. Ryder a let..er asking for an explana- <br /> tion. There was no response to this letter. I attempted to contact <br /> Mr. Ryder by telephone on two occassions. He did not return my <br /> calls. <br /> I <br /> � � <br />
