' <br /> IIob Royce reported on a house at 1905 Grand Avenue, owned by t�7ilbur Ryder. <br /> He said during the investigation of a neighborhood complaint, the structure <br /> t•�as found to be open to tlie public and apparently abandoned. An interior <br /> insoection of the single-fami_ly dwelling revealed that it was also sub- <br /> standard witli rotted i-oundation members, leaking roof, no heating systc:n to <br /> the second floor, and an altered electrical system. <br /> On n'ovember 3, 1972 the owner was notified of thesc discrepancics but ti�ere <br /> was no response to the letter. <br /> January 9, 1973 a re-inspection of L-he property was made and at that time <br /> it ;.as noted there had been an attempt to secure t17e building. <br /> April 12, 1973 another complaint was received that children were usin9 the <br /> house, but no evidence could be found of this. <br /> January 29, 1974 another complaint was received by �ele1hone. While anscaer- <br /> ing this complaint, the property was aqain found to be open to the public <br /> and some evidence of vandalism. The owner was contacted on February 1 �nd <br /> he agreed to secure the building. <br /> May 23, 1974 another complaint received. An inspection on May 2II sho�,�ed <br /> further deterioration and vandalism. The property �•�as readi.ly accessible <br /> to the public. At this time a formal •notice was sent to Idr. Ryder which <br /> classified the structure as an unsafe building, <br /> A building officials' hearing was held on June 25, 1974. At tliat time F1r. . <br /> Ryder agreed to immediately secure the si:ructure to entry. He further <br /> agreed to o'atain the necessar}� permits and begin repair of the structure by <br /> September 1, 1974. � <br /> SeptemUer 30, 1974 an inspeci:ion of the site revealed that neither of these <br /> agrnements had been ]cept. <br /> Octobcr 3, 1974 another letter was sent to Mr. Ryder asking for an e::p)_via- <br /> tion. No response. Telenhone contact was made, but no return of the cclls. <br /> D7oved by Councilman Rucker, seconded by Councilman Gipson to authorize <br /> demolition of thc house at 1405 Grand. <br /> �D7r.
