. , ( i
G ' L
 - S d,
 • l

September 3, 1997
Ed and Carol Petersen
1502 Hoyt Avenue
Everett, WA 98201
Dear Mr. & Mrs Peterson:
Thank you for meeting with the Historical Commission and showing them the
plans for your new house in the Rucker Grand Aveiwe Historic Overlay istrict.
I appreciate your respect for the historic aistrict and the efforts that you have
made t.: have a house designed that will fit into the character of the area.
The use of narrow siding, the pitched roo1, and the retums on the porch and
comers of the roof are all details that were used in historic homes in the Rucker
Grand District. But the house you are proposing, particularly with the roof pitch
scaled back, is basically a new home that is much larger than the surrounding
homes on the block and does not capitalize on any of the characteristics of the
existing or neighboring 1920's homes.
On the application for review of designs for the Rucker Grand Overiay District, I
ask that people talk to me before they develop final plans. I usually suggest that
they spend some time looking around the neighborhood and I suggest they look
at homes that appeal to them and also at ones that might look like what they are
proposing. I would suggest that you look at the house at 1317 Grand as an
example of a new home on a historic foundation. And 1 would suggest that you
look at some of the houses (2113 Grand and 1024 Grand)that are a full two and
one half stories such as yours for a sense of scale.
Although the existing 1920's house has been changed it does have some special
character, the clipped roof, wide trim and curved roof over the porch are all
typical of the 1920's. The house next door at 1528 Grand has been extensively
renovated but maintained the curved line of the porch and replicated it in a
modem fashion on the raised front dormer. The house at 1815 Grand has a
particularly elegant porch treatment similar to yours and there are numerous
examples of clipped roofs in the district.
The scale of the houses on 1500 block of Grand is generally small as were most
of the houses built in Everett in 20's, particularly on small lots such as yours.
The house you have proposed is considerably larger than the neighboring
houses and I suspect will impact their view and sense of the street. I would
suggest that you fly some balloons at the height of te house you have proposed
to get an idea of the size of the house and the impa:t it will have on your
neighbors. One of the goals of the overiay zone is to maintain consistent
