D=ricson
Planning Director
3002 Wetmore
Everett, WA 98201
Dear Sir:
Re: SEPA 152-88
I called Mary Cunningham on April 17 and she was out of the office.
I left a messace for her to call me for an appointmerit to discuss
SEPA 152-88. She never returned my call. I had two contacts ( 9/17
and ?/18) with Steve Ingalsbe. He advised me to contact the Fublic
Works vith my questions in reference to alley and sidevaldCimprovements.
Calling the ?ublic Works Department this morning they attempted to
•-ansfer the call back to the Planninc ilepartment. I got excited,
t:.ey put me through to Mr. Brool:s who yas most helpful and the nly
tzvly positice cortact that I have had xith the City this week.
First, I am IN FAVOR o: this project at 2510 to 2514 Grand.
Secondly. I vish to appeal this SEPA for the followiny reasons:
I. Fire protection:
A. This morning I spoke with Fire Marshall Sam reston at
259-8726. He said:
1. He had spoken rrith Sari and Orlo Williams about the
project and he felt it vas too la.:ge of a building•
2. That a total of ten feet separaeion betveen buildings
meant that the buildings were _onsidered as OhE for
fire fightinc purposes
B. This buildino with basement parkinc is a FOUR STORY BUILDING
and reauires an ELEVEN FOOT SET-BAC'K not five foot as indicated
on the site plan per City Cude 19.22.050 (B).
C. SEPA - page one, #3"Plantings shall.... Deciduous trees. Leaves
in the fall areatly increase tY. fire danger."Do not do it.
D. SE_ .- page one, 3"Plantings shall... include some p2ants xith
a vertical element to break up the appearance of bullc of the
Building. " roera!
1. This Will compromise the security of residents and padekr#'anS
on Grand Ave. This is a neighborhood in transition s:ith
muggers, rapists, alcoholics and transients. Please confirm
with Dick Thornberry, Crime Preventian Officer at 259-0409
2. any piantings over 36" in height will greatly reduce L•he
vier; from my front windows.
E. ti4ith twenty-eight units of a maximum of about 730 sq. feet I
feel that a sprinkler system should be reauired.
II. Site Plan
A. I do not feel that the prupert lines are true and want the
site in question SURVEYED.
