Ted Budden /l ( 2-D L
From:
Sent:
Ta:
Cc:
Subject:
Ted Budden
Friday, March 14, 2014 11:47 AM
Spring Wathen
Sleve Miiler; Heidi Davis; Terri lorgenson; Meg Haley
FW: 2522 Grand Ave
Spring, FYI
I will be posting this apartment uni[ (#5) with an Unlawful Structure 'lacard this aftemoon.
Have a great weekend.
7ed Dudden
From: Ted Budden
Sent: Friday, March O7, 2014 11:48 AM
To: Kevin Fagerstrom
Ce: Tony Lee
Subjed: 522 Gra. /1ve
Kevin,
We received a complaint conceming an apartment unit that allegedly has been added without permits to a four unit
apartment building, thus "creating a fifth unit".
I have researched ihe permit history for this buildig and have determined that the sVucture was constructed in 1969 as
a four unit apartment building.
In 1975 a permit was issued to create an additional apartment unit (q5) wrthin the original footprint of the structure. A
drawing showing the floor plan of this apartment was found in the micro(iche re: ords. This floor plan was part of the
permit submittal for tle alteration work associated with the addition of the fiflh apartmer•L I was unable to find final
approvals for this work.
On 2/21/2014 I conducted an inspection oi the "5`"" apartment unit at the request of the current tenant of this space
Mr. John Frazzini @(360) 402 8889. I was accompanied by electrical inspector Tim Alaniz and plans examiner letf
Heilman.
Here is a brie summary of our observations and findings.
Access to unit R 5 is provided throuh a common laundry room thal serves other tenants in the huildin.
2. Water and electricity for the common laundry are being provided by thr occupant of unit N5.
3. The configuration and floor plan of apartment unit 715 is now signi(icantly different than the permit drawing that was
provided (or thc original alteration proposal in 19J5. Walls havc becn added that were not shown on the original permil
documents. These walls have bcen installed without permits and approvals.
4. 7hc hot waler tank that serves this unit and thc common laundry is not installed properly. The hot water tank lacks
seismic restraint and ihe temperature and pressure relie( line is installed in an unsafe and nom code compliant manner.
5. Elcctricai wiring has been installed without permits and approvals. While conducting the inspection, electncal wiring
that was manufactured and labeled in February of 2012 was observed in apartment ft five. This v;irin was abviously
installed under the supervision of the current owners. According to Snohomish County tax records the current owner
has owned the property since Wovember of 2017.
6. The tenant of apartment Jt5 is angry with the owner because he apparenUy has been paying for the electridty and hot
water for the common laundry without compensation. He stated to me that he is being evicted because of his concerns,
and that thr eviction is retaliatory action by thc owner.
yZ
