i <br />FIN A," DECLARATION OF NON-SIGNI ANCE <br />SEPA # 82-12 <br />This Final Declaration of Nonsignificance shall expire one year from <br />date of issuance unless a completed huilding permit application has <br />been submitted within that time. A request for a one year extension of <br />this Final Declaration of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. <br />Description of Proposal - The proposed action is the issuance of building permits to <br />allow the reuse of an existing structure. The three story building previously included a <br />wholesale use on the first floor, and the upper two floors were vacant. Each floor is <br />approximately 15,000 square feet. The proposed re -use of the building would include <br />approximately 18,000 square feet of retail use and 12,000 square feet of wholesale use, <br />and an approximately 200 square foot kitchen is included on the third floor. The <br />following factors were considered and the listed requirements were placed in response <br />to comments submitted during our review of an environmental checklist for this <br />proposal: <br />I. <br />The site is zoned C-2, Heavy Ccmmercial-Light Industrial Zone, which would <br />allow the proposed use. <br />2. <br />A Health Department approval must be obtained for the kitchen area. <br />3. <br />Fire Department approval must be obtained prior to occupancy. <br />4. <br />Detailed drawings shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, alley and sidewalk imF •ovements. Public Works <br />Department approval of these drawings is required prior to any permits being <br />issued. All improvements shall be completed, approved and warranted before th" <br />Occupancy Permit is issued. <br />✓5. <br />Full standard alley improvements are required to the abutting alley frontage. <br />�6. <br />Sidewalks must be repaired/replaced on Norton Avenue and California Street to <br />City standards. <br />7. <br />Parking area must be paved, and include drainage -ontrol. <br />8. <br />Parking area must be landscaped to Laity codes. <br />9. <br />Performance guar,.ntees are required for aliey, sidewalks and landscaping. <br />10. <br />A one-year Warrantee Guarantee is required on the public alley, sidewalks, and <br />site landscaping for an amount not less than 10% of the cost of construction and <br />shall run for one year from the date of issuance of the first Occupancy Permit <br />for the project. <br />- 11. <br />Detailed building plans must be submitted to the Fire Marshal for Ws estimate of <br />the required fire flow. The existing water system can provide approximately <br />2500 G.P.M. If the required fire flow is greater than 'Jiffs, the water system must <br />be improved to meet requirements. <br />C�Lr <br />
