to .-, <br />CITY OF EVERETT <br />PLANNING COMMISSION <br />SPECIAL PROPERTY USE PERMIT N5-79 <br />WHEREAS, there was filed with the City of Everett Planning Department <br />on October 8, 1979, an application for a Special Property Use Permit under <br />Everett City Code Section 15.04.070 by Stop Abuse, Inc., 3828 Federal, <br />Everett, Washington, on the following described property: <br />Lots 13, 14; 15, and 16, Block 2, Smythe Land Co. <br />Second Addition to Everett 1. <br />AND, WHEREAS, December 18, 1979, was fixed as the date of hearing on <br />said application and proper notice having been given as required by law, <br />AND, WHEREAS, a public hearing was held on said date, and the Planning <br />Commission, after receiving all testimony,.made the findings that: <br />1. The Stop Abuse Center will be reasonably compatible with other <br />uses and potential uses within the general area. <br />2. Since the use will occupy an existing structure no majoY <br />environmental effects will result from this activity. <br />3. The Stop Abuse Center will provide a vital service to the residents <br />of Everett and Snohomish County. <br />4. Parking demands on site will be minimal as residents at Stop <br />Abuse will be encouraged to leave their cars at an off -site <br />location to be approved by the City Traffic ingineer. <br />AND, WHEREAS, the Everett City Council concurred with the Planning <br />Commission decision at its regular Council meeting January 9, 1980, <br />NOW,. THEREFORE, based on the foregoing findings: Be It Ordered that <br />said application be GRANTED with the following stipulations: <br />1. That the applicant provide the City of Everett with Power - <br />of -Attorney for street improvements to Grand Avenue by L.I.D. <br />2. That the applicant participate in the funding of the North <br />End Sanitary Sewer Interceptor. <br />3. That grading, temporary erosion controls and drainage plans <br />are submitted prior to any additional site work. <br />4. That a detailed landscaping plan be submitted to and approved <br />by the Planning Department. This plan shall be implemented <br />prior to occupancy.' The north and south sides of the site <br />shall be landscaped to a width of 5 feet. <br />S. That the circular drive shown on the site plan be eliminated <br />and that a minimum 600 square foot area in the rear yard be <br />provided for children's recreation area. This area shall be <br />surrounded by a wooden fence not to exceed 6 feet in height. <br />6. That a minimum of 4 off street parking spaces be provided <br />with a minimum setback of 5 feet from the property lines. <br />A plan shall be developed for storage of all clients cars <br />off site, with this plan to be reviewed and approved by the <br />City Traffic Engineer. <br />
