That the Everett City Council review the Stop Abuse operation in <br />one year and again in two years to determine neighborhood compati- <br />bility and take one of three actions includinq: 1) permitting the <br />operation to continue without any change, 2) require specific <br />changes in the use to make it more compatible with the community <br />3) withdraw the Special Property Use Permit due to impacts on the <br />community that cannot be mitigated by changes in the operation or <br />design of the facility. <br />9.
