That such variance is necessary for the preservation <br />and enjoyment of a substantial property right of the <br />applicant possessed by owners of other properties in <br />the same vicinity or zone. <br />3. That the authorization of such variance will not be <br />materially detrimental to the public welfare or <br />injurious to property in the vicinity specifically that <br />the existing parking area is bl.acktopped and lined and <br />has been used for parking for several years. <br />As a condition to the granting of the variance, the following <br />stipulations were made: <br />1. The <br />minutes of that previous meeting were read and commented on. <br />Mr. David Brandvold, a general contractor, represented Mr. Gemmill. <br />Mr. Brandvold made the following statements: <br />1. There will be one single family residence constructed. <br />2. There is no reduction of the lot size. <br />3.
