In <br />my office, I reviewed the following: <br />• A geotechnical Engineering Evaluation/Anderson Landslide Repairs/4704 Harbor <br />Lane, Everett, WA Report by Nelson Associates (15Sep09 / NGA File No. <br />816909); <br />• A July 17, 2009, letter to Fredric & Holly Anderson from the Everett Planning <br />and Community Development Department's Gerry Ervine, the land use manager; <br />• A 16Sepu9 letter rum Jamie Jensen, Attorney, to John Dippold of Carney Badley <br />Spellman and David Hall, Deputy City Attorney of Everett; <br />• A survey property map of lots 48 & 49, which also shows the extent of the tree <br />cutting, drainage pipes that transgress the property and the extent of the landslide <br />damage relative to the property lines; and <br />• A Restoration Plan for Anderson SFR by Wetland Resources, Inc dated 24Scp09. <br />• A 2Oct09 letter to John Dippold of Carney Badley Spellman from Gerry Ervine, <br />Manager of Everett's Land Use Department. <br />Specific Comments after Reviewing the Geotechnical Report <br />• My observations of the geologic and geotechnical conditions agree with that of <br />the Nelson report. 1 did see the underlying tine grain soil formation and the <br />overlying sandy material. I also observed older and currently stable landslide <br />topographic features that are adjacent to this recent activity. From my experience, <br />all these features are shallow and are typical for steep glacial terrain. <br />• I agree with the Nelson report that the cutting of the trees was probably not the <br />major cause of the slope failure. However, the cause of the failure is not as <br />simple or straight -forward as the Nelson report indicates. For example: <br />o if the trees were there, perhaps the hillside would not have failed. <br />Properly functioning trees remove a considerable amount of water from <br />the soil in a given day and the cut trees were NOT doing that for the 10 <br />days before the landslide; and <br />o why did not the subsurface drainage systems around pool and the house <br />handled the pipeline break problem? They should have been large <br />enough.
