7. all utilities and access roads cr driveways to and within the site be located so as to require <br />the minimum amount of modification to slopes, vegetation or geologically hazardous areas. <br />CONCLUSIONS: The following general conclusions are based upon the findings of the <br />geotechnical engineering report by Zipper Zeman Associates, Inc. dated February 27, 2002: <br />The proposed development is not anticipated to adversely impact the surrounding areas if <br />the recommendations of the geotechnical report are followed. <br />2. The report contains a section related to site conditions for the subject property. A <br />description of the surface conditions as well as subsurface conditions is provided. Detailed <br />soils cross sections of the subsurface explorations found on the site are also provided. The <br />report concludes that based upon the site analysis, the proposal is feasible from a <br />geotechnical perspective. However, the presence of low density fill and native soils, and the <br />proximity of the dwelling to the slope. extending toward Belvedere Lane will necessitate the <br />use of extended foundations in order to reduce the potential for foundation settlement , as <br />well as foundation displacement in the event of a landslide. <br />3. Specific recommendations are given in the report related to the construction to occur on the <br />site including foundations for the residence and deck footings. The report states that <br />provided the recommendations for foundation construction presented in the report are <br />followed during construction, the proposed dwelling and deck additions within the 25 foot <br />steep slope buffer will not decrease the stability of the slope or have an adverse effect on the <br />slope. <br />4. The report provides recommendations to minimize disruption during construction activities <br />on the site. Some of these measures include stripping of existing vegetation only occur <br />within the construction limits; the use of straw bale barriers or coir logs and the use of plastic <br />sheeting. <br />5. The proposal will be consistent with the purpose and provisions of the City of Everett's <br />Zoning Code if the applicant complies with the recommendations of the geotechnical report <br />and all other conditions of approval. <br />6. There should be no adverse impacts if all of the recommendations of the geotechnical report <br />are followed. <br />7. The site is accessed by way of an existing improved public street (Harbor Lane), and has an <br />existing driveway and existing utililities that serve the dwelling. <br />The applicant may appeal the Planning Director's decision within 14 days of the date of this <br />letter. Appeal forms are available from the Planning Department and must be submitted along <br />with the required filinq fee.
