Description of Variance Request <br />The Kleins are applying for variance relief from Seciion 19.12.060 <br />Height Limitations, Chapter 19.12 RS Single Family Suburban Zone. <br />This section stipulates that "No building shall exceed 25 feet above <br />the average elevation at the foot of the building". The Kleins <br />propose, as indicated by their responses to questions 1-4, that there <br />are unique circumstances affecting their property which justify <br />relief from this zoning constraint. Tlie Kleins propose that a <br />modified height limit of 31 feet above the average elevation at the <br />foot of the building be allowed for this piece of property. A set of <br />architectural plans and elevations (Exhibit F) is attached to this <br />variance application which illustrate the dimension oi the proposed <br />variance. <br />� .� -. .�. �� .� - �• . • ..- <br />The Klein property, Parcel 9 of Harbor Ridge Subdivision, is a unique <br />piece of property in many respects. Most significantly, it is the <br />hi�hest and most southerly parcel in the Harbor Ridge Development. <br />E3<�cause of this, Parcel 9 is located uphill and in the opposite <br />di ��ction from the water and mountair views which were enjoyed by <br />its downhill northerly neighbors. To the east and west, its <br />contiguous neighbors are located approximately 250 and 900 feet <br />respectively from the proposed residential building site, and are <br />situated in the ravine below or the ridge one ravine away from the <br />building site. On the southern edge, the contiguous parcel is a large <br />undeveloped tract of timberland which is owned by Pope Resources <br />and for which there are no development plans. This tract of land is <br />not accessed by any existing roads. In the Gity oi Everett <br />Comprehensive Plan it is designated as an RS zone, but indicated to <br />be separated from the Klein property by a designated "iransition <br />area". The liklihood of redevelopment in the near future is very <br />remote, and even if development were to occur, it would be <br />separated by the "transition area" from the Klein property, and would <br />most likely orient to the east rather than uphill to the north (toward <br />the Klein parcel). <br />Because of its unique relationship to <br />only parcel which will view the Klein <br />parcel, Parcel 8 of Harbor Ridge which <br />Borys.
